The approval of key entitlement documents reflects their vision, perseverance, and commitment to excellence. We are honored to have been part of their journey.
William Lally and his team provided comprehensive land use and entitlement support throughout the yearlong process of updating the legacy Trillium development case. This collaborative effort resulted in the successful execution of several key initiatives, including:
A new Community Facilities District Development Agreement
A Major Community Master Plan (CMP) Amendment
A CMP Development Agreement
A text amendment to the City’s Development Code
With the adoption of the CMP amendment and development agreement, Howard Hughes has solidified the vision for a 3,000+ acre master-planned community, adding 2,000 residential units for a total of 8,500 homes and 7.26 million square feet of non-residential development. The CMP Development Agreement ensures essential public safety personnel and facilities, along with infrastructure and community services vital to the community’s long-term success.
The text amendment to the Development Code reaffirmed the City Council’s authority to approve unique development standards and guidelines within CMPs and Planned Area Developments (PADs). It also introduced provisions allowing larger developments—those exceeding 2,500 acres—to modify the City’s standard review processes, streamlining approval for expansive projects like Floreo at Teravalis.
